The international relations field often focuses on relationships between national governments. However, local government engagement is also a vital tool in foreign policy formulation and implementation. Engaging with Local Governments in Asia was a conversation with Reta Jo Lewis, senior fellow and director of congressional affairs at the German Marshall Fund of the United States.
